Can you please clarify the need to make a series submission of a banner ad with identical content; however in different sized layouts? I understand that a rectangular ad would have different breakpoints than a square ad; however, a rectangular ad large, medium, small would not. -

Various ad sizes can result in changes to the ad that impact the acceptability of the ad. Things such as changes to the font size, flow of copy, content, images or amount of image captured in the ad. Decreasing the font size of copy that was acceptable in a “large” rectangle, to fit the “small” may result in copy that is illegible and therefore not acceptable. As a courtesy, don’t forget about the Guidance on Submission Process copy, “In campaigns involving multiple banner ads, the individual banner ads should be submitted in separate eFiles except in the following scenarios: they appear on the screen at the same time (e.g. a leaderboard ad paired with a skyscraper ad) they are less than 200 characters in length (in which case up to 10 banners can be submitted in the same efile e.g. Facebook banner ads”.
Upcoming updates to the submission system, that coincide with ARO, will enable submission of various ad sizes in a single eFile associated with the appropriate number of review fees.

The latest Submissions Guidance I could find states - "In campaigns involving multiple banner ads, the individual banner ads should be submitted in separate eFiles".
However, following up on your response to the old post, can you please direct me to the new guidance which states multiple sizes of the same banner ad can be submitted in the same eFile? How would the fees be applied - would each size be considered an iteration? Also, we are not required to submit HTML or video files of the animated banners, correct?

That is correct. Multiple sizes of the same banner ad (containing the same content) can be submitted in the same eFile submission, using iterations. Video files of the animated banners are not required, unless there is a “moving” animation within the individual banners. Please note that each frame of a rotating banner should remain on the screen for a sufficient amount of time for the average person to consume the entirety of the copy within the first rotation (e.g. 4 words per second). Each banner is expected to be submitted in its native format as a JPEG file, regardless of whether this is a static banner ad or a rotating banner ad. The banner layouts should be saved web ready to open at the correct dimensions. To create standardization, the PAAB will be viewing ads at 100% scale on a 15 inch monitor with display resolution 1920 x 1080.

I have a follow up - can static backup banners for each size (which appear when the banner fails to load) be included in the same eFile as part of their respective size's iteration? Or do all the static backups need to be submitted as 1 separate iteration? I ask because the content of the static backup would be different from that of its animated counterpart.

From your question’s description, assuming that the content and/or flow/layout/presentation would differ slightly from the original banners, we could consider each backup banner of the original intended banner as an iteration in the submitted eFile. Please see the submissions guidance document for more information about iterative submissions.

@jennifer-carroll apologies, I want to ensure I'm understanding this correctly since it has cost implications.

Each size of the banner is already being submitted as an iteration. Do you mean that each size of static backup also needs to be a separate iteration? Or can all the sizes of the static be submitted as ONE iteration?
For example, if a banner ad is to have 5 sizes, each with a static backup (content is the same across all animated and across all static), will that eFile submission contain 10 iterations or 6 iterations?
