If we decide to do our own PAAB submissions, does the PAAB require a purchase order per submission? Can a company credit card be used?

We have general COVID-19 resources that we would like to share via our Patient Support Program. We would send as information only to enrolled patients. This would be done using Corporate branding and no product mention. Please advise if PAAB review is required.
Please advise if our representatives can email their HCPs (1:1) with an update on the COVID-19 situation and how our company is functioning at this time. There will be no product or promotion. The representative would offer the HCP a virtual appointment or call. A reply from the HCP would then allow representative to share PAAB approved materials.
